ELI5: If US federal law supersedes state law in event of a conflict, why is DFS illegal to play in Nevada when a 2006 'carve out' within federal law defines it as a game of skill and is therefore not gambling?
Not taking sides here and have no stake either way, but I'm genuinely curious to know the answer and not living in the United States, I don't have as much familiarity with the law as I'd like. Federal law says daily fantasy sports are legal under the current definition of the legislation, however Nevada has defined the pursuit as gambling and thus banned operators such as DraftKings and FanDuel. Shouldn't a resident of Nevada be allowed to play as federal law supersedes state law in the event of a conflict? I recently read a piece on a man who was jailed for marijuana use in Colorado because it was illegal under federal law, even though his state law permitted its use. This to me, at least on the surface, seems like a very similar matter.

The Belgian Gaming Commission has ruled after a preliminary investigation that loot boxes in several games - Overwatch, FIFA 18, and Counter Strike: Global Offensive - are considered games of chance that are subject to Belgian gaming law, via Ars Technica. According to a statement from Belgian Minister of Justice Koen Geens, the games currently constitute criminal violations of Belgium's gaming legislation, and developers could be subject to prison sentences of up to five years and fines of up to 800,000 euros if the loot boxes aren't removed. Per Justice Geens' statement, the commission used four parameters to determine whether or not loot boxes in a game were considered a game of chance: if there was a game element that allowed bets to be placed, with a possible profit or loss, where chance played a roll in the result. Belgium has been one of the earliest countries to investigate loot boxes, following the release and subsequent outcry of how EA had implemented the random reward system in Star Wars Battlefront II. While the commission did investigate that game alongside the others mentioned above, it found that with EA's recent changes to how the loot system works, it doesn't fall under the "Games of chance" classification anymore. The commission will apparently be reaching out to developers of the games to see "Who should take responsibility where." The news comes just days after the Netherlands issued a similar ruling, declaring four games as games of chance and giving developers until June 20th to change or remove the loot boxes.
Hi everyone, Writing this as a PSA because of the rampant toxic masculinity culture in the army, and I find it ridiculous that many continue to advocate it. Disclaimer: I’m not saying that all NS experiences are bad, I’ve had many nice memories from NS too, but this is a topic that should be talked about. I’m less than 100 days to ORD and serving in an active combat unit. I’ve been on both sides of the fence (done the full training program, gone for outfields, got IPPT Gold & Marksman, etc… AND also had multiple 84 days LDs, excuse RMJ, heavy load, upper limbs, long 4, boots, & lots of MCs during my time in NS) and 1 thing that really irks me is how commanders would define “being a man” because of the toxic masculinity culture in the army. On a basic, superficial level: going for outfields, completing training, getting gold for IPPT, getting the marksman award, volunteering for guard duties makes a man. And on the flip side, reporting sick & having long term medical statuses would then make someone “less of a man”. In a more complex level: I also don’t understand why NSF & Regulars like encouraging toxic lifestyle habits like smoking a pack of cigarettes a day, getting wasted drunk and passing out on the streets over the weekends, hiring prostitutes or sleeping around meaninglessly with tinder dates, gambling their meagre NSF pay at illegal casinos or even something simple like needing to swear in every sentence or shouting when angry. (no, it really does not get your point across better) Apparently when probed “why they do these” further, it is “manly” to do such things?? And the strange is: my whole company & possibly unit believes in this warped mindset and those “chao keng” people would often be bullied by the commanders. I wonder if this culture is the same for other units…? So my point is: Running below 10 mins for your 2.4km and doing 60 push-ups & 60 sit-ups don’t make you a man, it makes you an athlete at best. BUT if you can take care of your girlfriend’s or wife’s physical/ emotional/ financial/ spiritual needs, raise your children in a loving home, support & provide for your family and pets, have filial piety, treat your parents & siblings well, be responsible and accountable to your actions, keep to your words & promises, plan financially for your future, get an education, develop & build your career, etc… (you get the idea) that itself really makes a man to me. Girlfriends of NSFs/ Regulars, I’m sure it’s more manly if your man does these, no? There’s also a common saying that Singaporean guys personality change the most (for the worse usually) during NS and I think I can see why now... it’s all these traits of toxic masculinity and the warped idea of “what makes a man” that slowly gets into them over the span of 2 years. Honestly I am not surprised if there’s a correlation between the high divorce/ breakup rates in Singapore, the “my crazy/ toxic/ abusive ex-boyfriend” stories, the men objectifying women, uncomfortable staring in public/ molesting/ filming up-skirt/ toilet videos/ rape cases as seen more commonly in Singapore news recently AND the toxic masculinity culture taught to them in NS. So PSA if you’re one of them: please stop espousing the toxic masculinity culture in NS and please take a step back and re-evaluate what truly makes a man to you. anti-corruption: Defense Ministry official busted with bribery & tampering with draft during war
NSS report says: a Colonel, who had oversight over subdivisions, received a ֏975K bribe from a conscript to transfer him to another location on Sep-13-2020. Part of the bribe was transferred to his online gambling account. When the war began, a draft was declared and recruits began training at a location in Armenia. The Colonel took a ֏1.2M bribe from a soldier in exchange for not sending him to the front lines. During the winter draft, the Colonel took a ֏5.2M bribe from another conscript and used his connections to send him to the desired service location. A similar ֏1M bribe was requested on January 6th from another recruit. The Colonel took another ֏1.4M bribe to help promote a conscript and allow him to work at a hospital instead of regular service. On October 22nd, during the war, the Colonel decided to help a friend move from bordering Khndzoresk (Syunik) hospital back to Yerevan. As a result, the clinic became understaffed and couldn't fulfill its duties. Moreover, the Colonel then helped the same friend not to be deployed on Syunik borders as a soldier and instead to handle tasks in the rear, on October 26th, in exchange for a ֏300K bribe. On October 13th, during the war, the Colonel and his accomplices wanted to help a soldier to leave Artsakh. When they learned that the latter was already on the "deserted" list, they took steps to remove him from the list. Then, he learned that his friends' sons received a draft notice, and use his connections to remove them from the draft list. After the war, on Dec-13, a friend asked the Colonel to make sure that his son, who was serving in Lusakert, wasn't sent to the front lines. The Colonel contacted the Lusakert facility but learned that the soldier was not among those who were supposed to be sent to the front lines. Nonetheless, the Colonel decided to defraud his friend by claiming that "he took care of it", and received a ֏200K bribe. The colonel and over a dozen others were arrested. BHK MPs drafted a bill to increase punishment for traitors, spies, passing of state secrets. They want to raise the maximum punishment from 15 years to 20-life. The authors explained the move by citing many media reports about alleged "treason" incidents. The bill was discussed at a relevant Parliamentary committee. The chairman QP MP Vladimir said he supports life imprisonment as the minimum punishment. However, during the discussion, they agreed to settle on 15-20 years plus property confiscation, or a life sentence. The government approved a bill, yet to be approved by Parliament, to reform the disability system. The disability assessment process will analyze the person's level of functional impairment while taking into account surrounding conditions. The Gutzwiller family is one of the leading banking families in Switzerland, owning its own private bank and managing 35 other Swiss banks. The Swiss Guard is a military body in charge of the security of the Pope and the Holy See. The ceremonial head of the Swiss Guard is the Pope, sovereign of Vatican City. Italian mafias are Rome's enforcers involved in extortion, money laundering, murder and drug trafficking, and they pay their dues to the Sicilian mafia, which in turn pays them to the black nobility. The mafia channels its earnings and tributes to the Black Nobility through the Vatican charitable foundations and then from the Vatican bank they are transferred to the private accounts of the Swiss Bank. The French House of Orleans owns the New Orleans crime family and the Franco-British Beaufort family oversees and owns the Dixie Mafia factions along with other British peers who have French ancestry. Cox's billionaire family is involved in multimedia communications and is part of the owners of the Dixie mob, which is involved in tobacco and ginseng sales as well as arms, drug and human trafficking. The Goldsmith and Sassoon families own Pakistani and Hindu human trafficking networks operating in the United Kingdom. In 2017, Microsoft and Amazon employees were caught in a sex trafficking scandal. The Colonna family owns the Knights of Columbus and also owns the Colombo crime family and partially owns the Chicago Outfit along with the Capponi and Roselli families of the Florence Turk. CERN, HAARP, The Church of Scientology, Chemtrails and electronic devices are being used to covertly oppress society. The US military administers a HAARP electronic harassment system in Puerto Rico that is controlled from Guantanamo Bay in Cuba, which is under the command of Captain David Culpepper. The CIA and the Italian Mafia have a large criminal operation in Cuba. The CIA and Cosa Nostra work closely to this day. Islamic royal families were named after European royalty in the 19th and 20th centuries and especially after the First World War. Middle Eastern royalty run the oil industry and use their massive wealth to fund globalist agendas that allow them to rule their nations. The house of Saud is worth at least a billion. The House of Thani and the House of Al Khalifa work with the House of Saud and are also wealthy oil traders. Royals from the Middle East run the Muslim Brotherhood and the Five Percent and the Nation of Islam, which are violent mobs of cult and harassment. These organizations need to be investigated and banned. They also own an Arab mob that is based in New Jersey and Detroit. The royal family of Morocco are wealthy merchants and owners of the Abergil crime family of Israel and Morocco. The House of Bourbon and Spanish nobility such as the Osorio, Fitz James, Alvarez (Alba), Pignatelli, Arteaga, Borja, Zuniga, Ruspoli, and Aragon-Escobar families own the majority of the Mexican and South American drug cartels. (Repost because I posted this really late and I was hoping to get some more discussion on the ideas.) TLDR: Cincinnati seems like an interesting location for a future Fallout game and I break down my reasoning and then give an idea for a story. Maybe Cincinnati, Ohio isn’t as popular as other American cities, but I think it still deserves a shot. So this post is taking some older ideas in some Reddit posts for a Fallout game and adding some additional ideas for it. I believe that a Fallout game set in and around Cincinnati, Ohio could potentially be a good fit for the Fallout franchise. I’m gonna break down the reasons why I think it could fit the theme/work as a map and then some story ideas for what could work in the area. I’d also like to state that my ideas are based off of information from the Fallout Wiki and Wikipedia. If anything doesn’t add up, I apologize. MY REASONING FOR CINCINNATI AND WHY IT CAN FIT THE FALLOUT LORE: -So Cincinnati might not seem like a city as grandiose as somewhere like NYC, Philadelphia, Detroit, New Orleans, etc. To an extent, I totally agree with that sentiment. It’d be really cool to see those cities that were mentioned above as future Fallout locations. However, I believe that those world ideas are also so full of interesting locations that a game trying to capture it all would struggle to get all the significant locations with current technology. Cincinnati is a smaller city that is still rich with culture and history that could be captured more accurately than bigger projects. -A decent amount of the skyscrapers and more significant places of Cincinnati and the surrounding cities are somewhat older. There is enough buildings in Cincinnati that were built before or close enough to the divergence point that the skyline and city layout could be decently recognizable. -Cincinnati had a decently sized manufacturing and industrial sector before the IRL Midwest De-Industrialization and Formation of the Rust Belt in the 40s and 50s. Considering that Fallout is themed around the ‘Pax Americana 1950s & Early 60s’ culture, the idea of showing off a Midwest city that continued to boom in those sectors could be an interesting focus for a Fallout game. -Cincinnati has a large, mostly unused subway system that was never finished. In game, we could see areas of underground activity like the Fallout 3 subway system. The IRL subway eventually had a section that was also reworked to be a nuclear shelter, so a Vault being under the city wouldn’t be far-fetched. -The Underground Railroad considered Cincinnati to be an important stop along the way, as it was a large destination for runaway slaves. The city was seen as a large region to hide amongst and find work that was just north of the Ohio River, where Slavery was mostly illegal (still not that great for runaways, but better than the South). Any concepts of slaves coming to Cincinnati for newfound freedoms or a system/faction of abolitionists and runaways would make a lot of sense for the themes. -The Ohio River would be an important location that could go right through the middle of the map. Based off of how irradiated the rivers were in Fallout 3: The Pitt, I think it’d be safe to assume that the Ohio River in Cincinnati would also be unsafe to travel across. This creates something like the Deathclaws north of Goodsprings in Fallout: New Vegas where players can follow a normal path to get to the main city. This also means that it could create fun and challenging ways to get across the river. -Fallout’s 1950s styled America is still in love with baseball. If you’re looking for a major city with a rich baseball history/culture, Cincinnati’s your place. Cincinnati is the city where the first professional baseball team was created, the Red Stockings. It could be host to a baseball themed faction, a settlement like Diamond City, or maybe even a quest line to reform a pro baseball team. -The Cincinnati Zoo is a long standing and prestigious zoo that could be an interesting point in this hypothetical game. Since the zoo is home to various creatures that aren’t native to most of America, we could see interesting enemy mobs like mutated gorillas and irradiated hippos. -IRL Cincinnati is home to major companies like Kroger, Procter&Gamble, and GE Aviation. Fallout companies like Super Duper Mart and Abraxodyne Chemical could be stand-ins for Kroger and P&G. It’d be a cool bit of story building for some of the pre-war companies that have products littering the Fallout wastelands. -While New Orleans is probably more famous for this point, Cincinnati was also historically home to a developed steamboat industry that made it an important location in the history of American exploration/expansion into the river basins of Midwest America. Fallout 4’s museums based around Massachusetts’ involvement in the American War of Independence show off the cultural significance of the region in American history. Cincinnati could have a museum dedicated to it’s prominent position as a gateway to the west, showing off it’s contributions to expansionist American culture. -One of the cities in the Cincinnati region is a town south of the Ohio River known as Newport, Kentucky. Historically, before Las Vegas became Sin City, Newport, KY was a huge contender for that role. From the 1920s to the 1950s, Newport was a city filled with criminal bosses and corrupt public officials. Casinos, brothels, and other illegal enterprises made up a good chunk of everyday life for this town. If fans want to recapture the spirit of New Vegas with the focus on moral degradation and a city of ‘Sex, Drugs, and Rock’n’Roll,’ then look no further than Newport. -Cincinnati was one of the major US cities that had Nike anti-air missile bases around the Greater Cincinnati area. I don’t think it’d be too far of a stretch to assume that after world tensions got worse in the 21st century, that the government would repurpose some of these launch sites into nuclear silos. Maybe we could see another Megaton situation. -Cincinnati is also home to 3 facilities in the area that were dedicated to nuclear research and enrichment (until these plants were closed due radiation leaking out). These would be some great areas to explore and mess around with nuclear enrichment. WHEN WOULD THIS TAKE PLACE & WHO WOULD BE INVOLVED: So I feel like this game could work if it was set between the ending of Fallout 2 and the beginning of Fallout 3. IMO, the ideal starting date would be between 2248 and 2252 due to the ideas I have for the factions that could be used in this game. I don’t have all the details for all the different factions, but I have 4 ideas for 4 major factions. Two new ones and two old ones that could fit the area. RETURNING FACTIONS: -The Brotherhood (Chicago Faction) So the Brotherhood of Chicago is an ill defined group that exists only in references. Fallout: Tactics set up a group known as the Midwest Brotherhood, however, Tactics is no longer recognized as a canon game since Bethesda acquired the Fallout series. According to Fallout 3 & 4 though, there is still a group of the Brotherhood that still exists in the Chicago area. Like Tactics, the Chicago group of the Brotherhood arrived in Chicago due to an airship crashing into the area. Beyond this, there isn’t much lore about the Chicago chapter so this is where I’d like to add my ideas. After the crash, feeling disconnected from the rest of the Brotherhood (and their dedicated supplies and supply lines), the Chicago chapter turns more towards the religious aspects of the Brotherhood. Having a lot of connections to the airship that decided their fate, as well as possibly being based out of Chicago’s O’Hare International Airport, the Chicago Brotherhood turns towards the sky. They begin a process of turning into an Aviation cult, a society that worships and encourages air travel. Like the old Brotherhood, they would hoard technologies, just more focused on air travel and air defenses. Over time, they begin to expand around the Great Lakes region, eventually coming to a manpower crisis. At this point, the Chicago chapter would either loosen it’s recruiting standards to allow in wastelanders who would join due to their acceptance of their new faith system, or the Chicago chapter would create a Spartan styled theocratic dictatorship with the airship survivors acting as foreign rulers over Chicagoans. Either or would have interesting story choices, but I can’t chose which I like more. Anyhow, the Chicago chapter eventually comes across tales of ‘Prophet Wright and Prophet Patterson,’ the founders of flight (and possibly the sky if the chapter is naive/delusional enough). The Chicago Brotherhood learns of a ‘Holy City’ where flight was birthed and worshiped at a ‘Holy Air Base.’ The Chapter would take it’s proudest forces and equipment to claim their perceived Holy Land, the city of Dayton, OH and Wright-Patterson Air Base. Upon arrival, the Chicago chapter realized that the city was already claimed by other forces. Believing that their God (or Gods) was on their side, the Chicago Brotherhood launched an attack for Dayton. Time would pass, and no gains were made by the Brotherhood, revealing a dirty truth that this chapter was not as dominant and guided by God(s) as they thought they were. They also had to accept that an enemy force with Wright-Patterson could challenge their tactical and spiritual hold on the sky. Upon tactical reevaluation, the Chicago chapter noticed that the enemy forces were sending extra soldier South of the battle. The chapter correctly guessed that their enemies were moving to encircle them and stop their Midwestern gains. In response, the Brotherhood would send it’s own forces South to try to counter-encircle the enemy. Both forces, evenly matched and evenly stretching their lines would finally hit the Ohio River. Both sides were stuck countering the influence of the other, eventually both would settle in to starve the other one out around Cincinnati. The Chicago Brotherhood had their work cut out for them, for they would be facing off against..... -The Enclave After the events of Fallout 2, the Enclave would need to rebuild. Bases of theirs lying in ruins, groups deserting them, Enclave members being hunted down for justice, profit, and fun. The situation looked dire for most. That was until a Mr. John Henry Eden gave orders to regroup and rebuild in the Capitol wasteland. Most Enclave members saw the writing on the wall, and decided that the move East would be better than death. This is where I believe that a certain group of the Enclave would be moving east, eventually stumbling upon Dayton & Wright-Patterson. This group of the Enclave didn’t feel like moving on past this treasure trove would be a smart idea, so the group settled there. Now I was thinking that the leader of this Enclave chapter would eventually get all high and mighty, thus proclaiming that the Dayton Enclave was the true enclave, that their leader was the rightful President, and that Eden and his Capitol Wasteland Enclave was not legitimate. The Dayton Enclave President swore an oath of duty to reunite the Enclave under him, and to invade and conquer the Capitol for their own state. While the older and higher up ranks supported the grand plan, younger officers and cadets had an uneasy feeling over these plans. Some would even go as far to talk about open rebellion and, even possibly, a return to democratic institutions and rules. (I would love to see a quest line where you can influence the Enclave and chose between a status-quo Enclave or a democratic Enclave. However, just because a bad guy says that they’re good now, it does not mean that they will be seen by the people as a good guy now). All of this would have to wait though, as a new enemy has arrived on this Enclave chapter’s borders. In less than an hour after their arrival, the enemy began a siege on the Enclave’s Wright-Patterson base. The Enclave was caught completely off guard, as none of the higher ups believed that ‘No savages of this region could possibly learn how to fly and professionally fight.’ After the initial chaos, the Enclave was able to get their air force up and defending their positions. Amid the siege and dogfights, the Enclave would learn of the name of their ‘new’ enemy: The Brotherhood. The Enclave officers had been both right and wrong. The Brotherhood was not a savage of this region, as they had fought against them in California. They were still in this region though, and they were able to put up an actual fight. Realizing the direness of getting stuck in a constant siege, the Enclave came up with a plan to hopefully solve all their problems. If the Enclave forces could just encircle the Brotherhood forces, then they could possibly cut their supply lines while also conquering lands to keep the Brotherhood from moving any further into Ohio, as well as a start on the Dayton Enclave’s Eastern March to take DC. Their forces moved south, only for the Brotherhood to match their moves to the south. The Enclave tried again, only to meet the same results. This began a race south to try to get under the other army. Evenly they moved along, until both forces hit the Ohio River. While some war-hawks within the Enclave ranks wanted to move into Cincinnati to try to gain the upper hand, the Dayton Chapter President refused, wishing to focus on the Brotherhood and the eventual Eastern March. Unfortunately, the Enclave and the Brotherhood had moved their battlegrounds too close to Cincinnati, and soon, a new force would join the fight..... NEW FACTIONS: -The Republic of the Ohio Cincinnati was not spared from the horrors of nuclear hellfire. Being a city with a large amount of manufacturing, commerce, transportation, and nuclear refinement will tend to put you on list for enemy nuclear destruction. As such, Cincinnati has seen better days. It is not 2077 anymore though, and the city has learned to heal. Emerging from vaults long after Nuclear War, but long before the time of this game, a new generation of citizens of Cincinnati began the process of rebuilding. In the beginning, many factions arose, with no central authority. Chaos and violence ruled the scorched streets. Eventually, due to raiders and instability, multiple governing groups formed trade pacts and alliances. These districts would eventually merge due to the economic ties to create the city of Cincinnati once more. While not all districts complied willingly, Cincinnati would continue to grow through a combination of economic ties and small military missions. With trade being such a central idea to the culture of the city, Cincinnati began to work out deals with even more areas that weren’t even part of the Cincinnati Districts. Around this time, the wealth inequality within the city began to grow faster and faster. More individuals were gearing up to meet more locals to enact more trade, of which some profits would go to line the pockets of these traders. Soon, the very well off individuals were producing shipping vessels on the Ohio River. While this meant that Cincinnati could spread it’s wings further, it also meant that more and more land on the river was being gobbled by those who already owned the majority. Nevertheless, the city would continue to work with the ultra rich to expand. By this point, many districts were starting to look worse compared to how they were doing before the city united. Since the city had been set up loosely, it had become a confederation in principle. As such, many districts were on the cusp of declaring their freedom once more. To quell any chance of District independence, the then Mayor of Cincinnati declared the ‘Republic of the Ohio.’ On one side of things, the new government better reflected the new growth on the Ohio River by recognizing new lands as different territories instead of new additions to the city. On the other side, the Republic was formed as a new government level to force territories looking for freedom back into the greater system. While the Districts could still leave the city of Cincinnati, they would still be stuck inside the Republic of the Ohio. The Republic was based off of the government of the pre-war USA, in which succession was illegal and punishable. Not everyone listened, and soon, the poorer districts declared a counter-government to recognize the ‘forgotten man.’ The Republic did not tolerate this, and swept through the districts, taking out any opposition that could be found. It was after this point, very early on in the new republic, that the government tightened the rules until the Republic was only a republic in name. Yes, the freedoms of speech and religion and the right to vote would still exist. But if you did not worship and speak of the Republic in the ‘correct way,’ you might have just found yourself stuck in social shaming and potential revenge. And while you could vote, it mattered not as everyone knew who the ‘winners’ would be. As the Republic embraced a darker side, it began to feel the drawbacks of it’s actions. Social services and protections offered by the state declined more and more, as politicians were more focused on the pay and helping their families. It was very clear that the rich of the republic had it all, while the poor never recovered from the District disassembly and forced reintegration. The Elite cared little though, as the republic grew it’s trading operations further up and down the River. Life was good enough. Or so it seemed until the scouts of the Republic brought news one day. Advanced groups with flying weaponry were moving south, towards the Republic itself. The President of the Ohio makes the call to send all forces to defend the northern walls. Little did they know that they had weakened another front, and a force moving from the South East to meet that weakened border. Known only in the region as a rumor, they are..... -The Kanawha Coalition Nuclear War came a little bit later for the land of West Virginia, but when it came, it left it’s mark. West Virginia was spared from the worse in 2077, leaving behind a land with great potential. While violence and death was nothing foreign to the WV Wastelanders, it was comparatively tame versus the surrounding states. Eventually, a vault filled with Dwellers opened up. These pioneers would bring about change to the region, leading to more factions showing interest in the region. The population boomed, and it looked as if the region could sustain a form of civilization. Then the bombs came again, and again, and again. The new people of WV were not all as valorous and good-hearted as it seemed they would be. West Virginia was home to a series of active nuclear missile silos. Taking advantage of the chaos that comes with societal formation, certain individuals made their way to these silo sites to bring about new nuclear devastation. So quickly was the flame of law, order, and civilization sniffed out by nuclear destruction. Many would die, possibly even more than the amount of West Virginians killed in the actual war. Many more would just up and leave the lands, hoping to find a better home outside of WV. What was left after the first round of deaths and departures was a network of abandoned communities and other forgotten homesteads. The structures left behind would decay and fall apart, bits flying away along the wind. The locals that stayed were also forced to increase their mineral stripping and scavenging to build better homes, able to stand up to the toxicity of the region. Most of these were in vain, however, as the other survivors of the region were usually the ones still launching the weapons. Many years would pass with this pattern still going the same, only the Earth around them changing. While WV had been polluted even before the war, the leftover junk combined with the constant nuclear war brought the region to a new low. But at it’s lowest, WV would find a solution. Slowly, the psychopathic souls who had fired the weapons became bored of tormenting the region. The nukes were becoming a thing of the past, now the region could focus on the other problems that plagued everyday life. Those issues that had been put to the side were finally in full view. And that view was of a homeland soured by nuclear fires and other pollutants. The people had enough of their rotting home, so they elected to meet and discuss a solution. The meeting brought together a handful of tribes that had somehow survived. Many attending the meeting were no longer human, as the radiation had ghoulified a vast amount of the populace. While most regions struggled with the ostracism of ghouls, many humans within West Virginia had either accepted them or had learnt to tolerate them enough to not cause too much damage. While some grudges still seep into social arrangements, the ghoul-human relations are comparatively better to most other societies. The tribes of ghouls and humans came together to unify, creating a coalition of the West Virginian tribes. The elders of each tribe created a council to organize and direct new objectives for the willing locals. It was decided that the tribes would forgo the technologies that brought about the conditions that they lived in. They would focus their efforts on peace and harmony with the lands that had been ruined, with the eventual goal of creating an ecologically sustainable homeland. In an effort to rebrand the region and connect with a people who focused on the Earth, the coalition would begin to refer to the lands of West Virginia as Kanawha. Consequently, the coalition would eventually come to be known as the Kanawha Coalition. Time would pass and Mother Earth would heal... somewhat. After a long period of partial success, the council would meet and make a drastic choice. No longer would they toil to make a broken land heal, a new, better land would be searched out. The tribes packed up and began a long march towards a new home. A rumored land of a city that continued to kill Mother Earth with no punishments. Now, it was time to punish the wrongdoers and take their lands triumphantly. WHY SET IT BETWEEN 2248 AND 2252: The main reason I feel like this time period would work is due to the events between FO2&3. According to the DC Brotherhood in 3, the Chicago Brotherhood had gone silent by the time of their eastern journey. It also fits due to the Enclave moving East as well. As such, 2248-52 seems late enough for the Enclave to get out East, while being early enough for the Chicago Brotherhood to disappear by 54/55. Pakistan: When Agents Ruled – a glimpse of Spying, Espionage and Security Breaches

19-24 minutes By Dr. Shahid Qureshi: – A young journalist in London asked me "Do you know someone who is working against the national interests of Pakistan?". That was an interesting question from a typical young Pakistani who is loyal and patriotic to the country. I was nearly heartbroken to tell him that there is more and almost everyone who matters in Pakistan is in some way is selling Pakistan cheap to the enemies. Normally people think about spies and agents like James Bond 007 who goes on a mission and meet beautiful girls and come back successful. Well, that is one part of spying and espionage. The way Pakistani agents serving their foreign masters is a bit subtle and sinister. I have discussed some in the upcoming book and exposed them in the articles.People trust journalists more than the spies and agency operatives as they don’t have any loyalties to the sources but journalists do. I have seen many journalists threatened with imprisonment by the state but they did not disclose their sources following the journalistic code of ethics. Most civilized countries have a declassifying system for the official government records and obviously, those who have signed the official secrets act of the country don’t write books or come on TV channels to discuss their missions and details? Only in Pakistan you can do and get away with it.For example, Lt. General Asad Durrani was assigned a task by the President of Pakistan Ghulam Ishaq Khan to counter Benazir Bhutto who was compromised on Pakistan’s nuclear program and Indian affairs. The president ordered to dislodge her without creating too many currents keeping in view Pakistan’s ground realities. It was his oath to keep that secret as ISI chief but he behaved worst than an informant. He broke his oath, violated the official secrets act of Pakistan by giving an affidavit to FIA director Rehman Malik. The only attraction for him probably was to get posting as an ambassador. This is known as the Asghar Khan case currently hanging in the supreme court of Pakistan and no government is sincere enough to put an end to it by submitting the response and call the parties involved. A few years ago, I was sitting with General Mike Jackson former British Army Chief, I asked him ‘why did you not take control of Sarajevo airport in Bosnia and Herzegovina’? He replied to me very quietly ‘read my book’. Apparently, the American General asked him to take control of the airport and he reportedly refused by saying: ‘I don’t want to start 3rd World War. Now it is the duty of the security establishment to provide training to its officials as to how to live a retired life without compromising national security and if at all they need to write a book, the transcript must be cleared by the premier agency.Let’s imagine a Pakistani agent is tasked to delay the installation of an electricity project to destroy the whole industry and infrastructure of the country. I wrote in 2006, that this load-shedding of electricity in Pakistan is linked with the security of the country. People acknowledge the risk assessment but they could not do anything as the people who were doing all this were sitting in high positions. The dramatic escape of the longest-serving Indus Water Commissioner to Canada is one example. He obtained Canadian citizenship and nobody from the security establishment question his activities. He delayed the Pakistani water projects and facilitated Indian dams on Pakistani rivers. Then we see the politicians from PPP, MQM, and ANP receiving instructions and findings from Indian agency RAW to make Kalabagh Dam project controversial and let the Sindhis drown in floods as well as cause damage in billions to land, crops, properties, livestock, and national infrastructures from rail to road links every year. This project was actually approved by British engineers during the 1930s. so if it was ok then how come it becomes problematic in the 1980s?Well appointing a corrupt and incompetent is also a form of espionage against the country for example during Zardari Rule 2008 -2013 he appointed the most corrupt and incompetent on the highest positions. He introduced another damaging policy of ‘system bypass’. With this policy, he bypassed all the rules, and his men in the presidency were calling direct to the land department junior officials and police station inspectors, or even below to do the illegal tasks. The flourishing of the land mafia was at its peak in the whole of Pakistan, especially in Sindh province. His party members and cronies were directly involved in ‘target killings of security officials’ attacks on government infrastructures.Over 25000 people were killed, billions of rupees’ revenue were lost due to strikes and terrorism in Sindh while PPP and MQM-A were ruling the province, which we know now was happening on the behest of RAW the Indian agency. Both military and civilian establishment is fully responsible, with the support of politicians like British criminal terrorist Altaf Hussain, Asif Zardari, and his team and now Nawaz Sharif and his agents, as well as military dictator like Pervez Musharraf and his team as tons of material and reports were filed to all the above but they chose not to act and remain complicit.A security official said to me a few years ago: ‘sir we can stop these bombings in 24 hours only if we are allowed to respond in kind to the supporters and abettors of these bombings. Musharraf was a megalomaniac and had a delusion of grandeur about himself. I told him that NRO (National Reconciliation Ordinance) is a black dot in the history of Pakistan. He admitted to me that ‘it was a mistake’ and said cases were not moving and going anywhere’. I told him that just because something is not working does not mean you need to make it worse? He agreed with the analogy.Let me give you another example of how foreign agents work or operate at high places. Former ISI officer Major Amir disclosed in a GEO TV program that: ‘when he was appointed Director-General Immigration, the Indian embassy in Islamabad was not very happy and asking about me’. He stated: I found out that Indians who were traveling to Dubai could stopover in Karachi and also sneaking out. I immediately stopped this practice it was like giving open access to RAW not only to launch its agents but also brief and debrief them’. The person who opposed this ban was no other but Sharyar Khan foreign secretary of Pakistan.Nawaz Sharif appointed about 80 years old Sharyar Khan as head of Pakistani cricket and Najam Sethi another pro India mole to keep him company. Guess what Pakistan is losing all its important matches to India because all the gambling bookies are being run from Mumbai. Earlier Pakistan had a foreign secretary Riaz Mohammad Khan whose wife was active service head of training in the US State Department. A Central Asian diplomat from Kazakhstan told me that: ‘if I had to marry a foreign national I would have to resign from the diplomatic service’.This joke did not stop here earlier Pakistani Defence Secretary Skindar Mirza had a full-blown affair with Nahid Afghamy wife of Col Afghamy Iranian Military Attaché to Pakistan. He later got married to her and Nahid Afghamy becomes Pakistan’s first lady of President Skindar Mirza and Army Chief Ayub Khan regularly saluted her. That was the worst security breach but that did not stop here Nahid Afghamy give full access of the presidency to her relative Nusrat Isphani (Bhutto) and her husband ZA Bhutto. She was also 2nd wife of ZA Bhutto like her. Since then we had no real oil and gas mining in Baluchistan for the past 68 years. Was that mission of Nahid Afghamy or much more? We don’t know. During John F Kennedy’s presidency reportedly FBI chief went to the US Attorney General his boss and brother of JFK with the photos of the president with the actress Marilyn Monroe who was also linked with the mafia. He told US Attorney General the FBI thinks this affair is not appropriate. Well, it is a matter of national security who the president of Pakistan is sleeping with Ayan Ali or Nahid Afghamy?Pakistan suffered from sabotage, espionage, and terrorism even before it was fully created. In a 1995 article, `Pearls of Memory’ (Al-Nahal„ Spring 1995), M M Ahmad wrote that: ‘close to independence, l was `designated by Pakistan’ as additional deputy commissioner of Amritsar to take over the charge of the district if it was awarded to Pakistan. One day the British deputy commissioner of Amritsar told him `casually that:’Gurdaspur district is likely to go to India’. The award of Gurdaspur gave India a land corridor to Jammu and Kashmir and so enabled it to Occupy the territory after three months. A preliminary version of the award was ready on 8th August 1947. The definitive version was with the Viceroy, Lord Mountbatten (1.1979) on 12 August. However, Mountbatten informed India and Pakistan on 16 August- after the `process of the Transfer of Power had been completed’.M M Ahmad gives no date when this `top secret’ information was given to him. However, instead of rushing to report the matter to the Government of Pakistan, he traveled to Qadiyan to inform his `khalifa’. This contrasted with I the conduct of Indian officers who immediately reported any sensitive leak or information to Nehru (d.1964) and Nehru took it up with Mountbatten.General Gracey the Army Chief of Pakistan did not send troops to the Kashmir front and refused to obey the order given by Mohammad Ali Jinnah, Governor-General of Pakistan. Gracey argued that Jinnah as Governor-General represented the British Crown of which he himself was an appointee. It was the second time Pakistan missed the opportunity to take Kashmir following the ‘partition formula’.Ignoring the legitimate stand of Pakistan and MA Jinnah on Palestine Sir Zafrullah Khan (Qadiyani) was able to say publicly in Cairo ‘in February 1952 that Israel must be ‘regarded as a limb in the body of the Middle East’. He further urged Egypt to seek a peaceful solution to the conflict, in other words, to give up any thought, of liberating Arab and Palestinian lands and recognize the illegitimate occupation of Palestine.After the US-sponsored assassination of Prime minister Liaquat Ali Khan, Pakistan was led into one military alliance after another: a Mutual Defence Agreement’ with the US (May 1954), SEATO (September 1954), and Baghdad Pact (February 1955). After the overthrow of the Iraqi monarchy, Baghdad Pact was christened as CENTO (Central Treaty Organization). Although Pakistan had no security conflict in that region, ‘Zafrullah had put the country into South-East Asia Treaty Organization, without consulting or even telling the army. The commander-in-chief, ‘General Ayub Khan, said he was informed only after Pakistan had joined the alliance.The other character was M M Ahmad born in (1913-2002) was reputedly one of Pakistan’s most powerful bureaucrats. He belonged to the elite ICS (Indian Civil Service, later, (CSP or the Civil Service of Pakistan) and was a district officer in 1947, but by 1966, he had risen to head Ayub Khan’s powerful Planning Commission. He helped to shape the Country’s economic as well as defense and foreign policies.Ayub Khan also wished Arab states to join the Baghdad Pact and turn it into a `powerful Muslim forum’, but he understood why they were suspicious of the alliance. However, although he did have foreign ministers like Manzur Qadir (1959-62; d. 1972) and Syed Sharifuddin Pirzada (1966-68), both pro-western but also Pakistani, but key policy decision had also to be cleared with a Qadiyani bureaucrat M M Ahmad. Though only the head of Ayub Khan’s Planning Commission, he had come to exercise a veto over political decisions as well. Taken as someone with influence in the World Bank, he could shoot down anything by simply saying it may not go down well with Washington.According to Syed Sharifuddin Pirzada, French President de Gaulle had personally told Ayub Khan in 1967 that France was ready to provide `full’ nuclear assistance to Pakistan. In return, he simply asked that France be allowed to mine for uranium in the northwest and share it equally with Pakistan. `Our “friends” may not like it,’ M M Ahmad told Ayub, and in any case, what do we need this expensive technology for.’ Words to that effect. But that is how Pakistan missed the opportunity of becoming a nuclear power at least two decades earlier than it did – and minus all the blackmail and intimidation that knows no end.In an as yet unpublished interview, the eminent constitutional expert and authority on Quaid-e-Azam Jinnah (d.1948) and Pakistan movement, Sharifuddin Pirzada also, told Ahmed Irfan a London based journalist that as far back as October 1967, French President Charles de Gaulle (d.1970) had offered Pakistan ‘full’ nuclear assistance and know-how; the only thing he wanted, in turn, was to he (France) should be allowed to mine for uranium in Northwest Pakistan for a 50% share.In April 1965, Ayub Khan had also gone to Moscow. This was the first-ever visit by a Pakistani leader to the Soviet capital. Ayub Khan came back with the understanding that the visit `might prove a turning point in our relations and that there were tremendous possibilities of cooperation’. The Soviets had actually agreed to give military aid to Pakistan, but writing two years later Ayub Khan had to understate the achievement because the same Qadiyani bureaucrat too had vetoed this. This offer had been made by Brezhnev at a meeting set for recreation and shoot some clay pigeons outside Moscow, but with only Ayub Khan and Pirzada attending.Ayub Khan quit in March 1969 and MM Ahmed (Qadiyani) acquired yet more influence. He emerged as economic supremo of the new Chief Martial Law Administrator, General Yahya Khan (d.1980). After Yahva was forced out in December 1971, MM Ahmad continued as Zulfikar Ali Bhutto’s (d.1979) economic adviser. But a few months later, he went to Washington DC and joined the International Bank for Reconstruction and Development (the World Bank). There he rose to be the deputy executive secretary of the joint Development Committee in 1974.However, M M Ahmad’s imprint on Pakistan’s fiscal and development policies was to last forever. As Yahya Khan’s ‘finance minister’, he devalued the rupee by 131% percent. As one economist pointed out (Dawn, Karachi, 1st February 2002), ‘that was the start of the deficit finance, inflation and trade imbalance’ from which the country has not been able to free itself.In 1974 Bhutto amended the constitution to clarify the non-Muslim slants of (the Oadiyani creed to which M M Ahmad belonged; yet influence over the country’s bureaucratic and political elite remained unaffected. Many owed their position to his patronage and almost everyone wanted to benefit front his Washington connections’. In 1993, then army chief Abdul Waheed Kakar was looking for a caretaker prime minister to replace Nawaz Sharif. M M Ahmad is believed to have solved the ‘problem. The job went to Moeen Qureshi, who had recently retired as executive vice president of the World Bank; He was given a Pakistani `passport’ on arrival.MM Ahmad kept a low profile, but after October 1999 coup, he seemed to have become the regime’s `holy man’. He was the grandson of the Qadiyani `prophet’, Mirza Ghulam Ahmad Qadiyani, (d.1908) and son-in-law of the second Qadiyani `khalifa’, Mirza Bashiruddin Mahmud Ahmad (d.1965).Besides being an international bureaucrat, M M Ahmad was all active `missionary’ of his Qadiyani creed. After retiring from the World Bank in 1984 he formally became the `amir’ and missionary in charge’ of the group in the US with headquarters in Silver Spring, Maryland.While many power holders in Pakistan seemed proud of being `secular’, for MM Ahmad, it was his `religious’ vocation as a Qadiyani that really defined his relationship with Pakistan. The relationship was in conflict with the existence of Pakistan itself. According to a Qadiyani `prophecy’, revealed a few months before the independence of Pakistan, if at all India and Pakistan did separate, it would be `transient’ and the Qadiyanis were asked to try to bring an end to this phase soon. (Al Fzal, 4 April 1947 and 17 May 194’7)We hear of M M Ahmad in another CSP officer, Qudratullhah Shihab’s memoirs, Slihab Nama, (Sang-e-Meel, Lahore, 1991) that the 1965 war with ‘India was ‘a Qadiyani conspiracy’. It was planned by an able (Qadiyani officer, Major General Akhtar Hussain Malik’ and `backed by several powerful people, among them, at the lot of list was said to be Mr MM Ahmad’. Shihab checked this with the West Pakistan governor Nawab of Kalabagh (d.1967) and he concurred.’ That the Qadiyanis have their own particular agenda on Jammu and Kashmir is an open secret. Like the Oadiyani Nobel Laureate, Abdus Salam, M M Ahmad too was opposed to Pakistan becoming a nuclear power.In an as yet unpublished interview, the eminent constitutional expert and authority on Quaid-e-Azam Jinnah (d.1948) and Pakistan movement, Sharifuddin Pirzada, told Ahmed Irfan a London based journalist that as far back as October 1967, French President Charles de Gaulle (d.1970) had offered Pakistan ‘full’ nuclear assistance and know-how; the only thing he wanted, in turn, was to be allowed to mine for uranium in Northwest Pakistan for a 50% share.President Ayub Khan said he would reply after consulting with his officials back home in Pakistan. In the event, the offer was vetoed by M M Ahmad and the army chief Yahya Khan. They warned Ayub Khan that the US would not take it kindly. Pirzada was Ayub Khan’s foreign minister and is a personal witness to the affair.M M Ahmad is also believed to have been a key architect of the split between East and West Pakistan. ‘Planned’ for the economic disparity between the two wings and laid the grounds for an eventual conflict and break. Former cabinet secretary and author of The Separation of East Pakistan (OUP, Karachi, 1995) Hasan Zaheer (d.1998) quotes Brigadier, later Major General, M I Kareem telling him that Colonel Chaudhary, Staff Officer of Lt-General S G M M Peerzada (had) told him that he had read a top-secret paper of MM Ahmed, suggesting that it was time for the friendly separation of two Wings rather than elections and warning of serious consequences for the entire country otherwise’.
